VOB files don't play on DVD players because DVD players are expecting the DVD format, not raw files. Although VOB files are from a DVD recorder, they need to be organized on the disc according to the DVD spec.
The easiest way to do this is to use a burning program like Nero
A good program to convert VOB files or any files to mpg is Tmpgenc. I use this program all the time. It's incredible.
